The Philippine province of Zambales - Update on local fees that appear to conflict with UNCLOS
Overview
Ships have been charged with “user fees” related to a 'monitoring' system implemented in the Philippine province of Zambales. BIMCO believes this system is inconsistent with UNCLOS.
On March 10th BIMCO advised members to contact their P&I Club for matters related to payment of any invoice for “user fees” for the “Provincial Coast Watch Surveillance and Environment Monitoring System”.
Several P&I Clubs have updated their websites this week with a report prepared by their local correspondent in the Philippines, the PANDIMAN Philippines ALON.
