Vessels loading/discharging have to get a Customs permit. The copies of Bill of Lading, Cargo Manifest, Ship's Store List, Personal Effects and Crew List should be delivered to customs and Port Administration.
It is most important that the lists concerning personal effects, store and crew are completed with great care as the port authorities are liable to carry out a detailed check and any discrepancies can lead to heavy fines.
Ship's bonded stores will be sealed by the Customs Officials on arrival and will remain sealed until the vessel leave Indonesian waters.
Cigerattes, cigars, tobacco, matches, spirits, wine, beer perfume, fire-arms, ammunition and possible some other items have to be locked up under Customs Seal from time of arrival of vessel in port until time of leaving territorial waters. Each person is allowed to bring in 200 cigarettes or the equivalent in grams of tobacco or cigars ashore without paying any import duty. Special allowances are made for the Masters under special circumstances.
The attention of Masters is called to the strict enforcement of Indonesians Regulations against smugling and prevate trading. Illegal possession of such items as narcotics, liquor, ammunition and similar weapons or other articles of contraband is subject to severe penalty and may result in prolonged delay of the vessel concerned if action is taken by the authorities. All precautions must be taken to prevent violation of contraband laws. The masters are requested to inform the Ship's Officers and crews of foregoing regulations pertaining to contraband, shore liberty etc. and to be assured that all personel completely understand.
The agent prepares the ship's documents check list form to check the validity of each document, viz. certificates of: registry, ship's construction, load line life safety equipment, safety radio/telegraph, cargo gear, and deratization or exemption. The list is then delivered to the harbour master with the following documents attached: last port of clearance, crew list approved by the immigration officer, and light dues receipt if arriving from another Indonesian port.
Health and Medical
Vessels destined for an Indonesian port must send an application for provisional free practique to the Quarantine Section, Department of Health, Jakarta well in advance. Vessels arriving at an Indonesian port without prior advise must first call at a first class port of entry for obtaining free pratique. The first class ports are: Belawan (Medan), Tanjung Priok (Jakarta), Tanjung Perak (Surabaya) and Ujung Pandang (Makasar).
Port health clearance is issued after vessel's arrival and ia also valid for departure clearance. If provisional pratique is not granted a port health officer will be provided.
All crew must hold passport valid for more than 6 months in order to obtain crew change or shore leave.
Visa types for Indonesia
According to the Immigration Head Office Jakarta Indonesia, the following are the type of visas required for Indonesia.
1. Transit Visa: Index 111
This visa is valid for a maximum period of 14 days. Transit Visa is applied for all aspects of transit solely for the purpose of continuous air and sea passage. This visa can be applied at the nearest Indonesian Embassy. Any foreign crew joining vessel in Indonesia must hold Indonesia transit visa index 111. Validity of passport minimum 6 months.
2. Visit Visa: Index 211 - Singe Entry
This visa is available for a single visit only and valid for a maximum period of 60 days. This visa can be applied at the nearest Indonesian Embassy. Validity of passport minimum 6 months.
3. Visit Visa: Index 212 - Multiple Entry
This visa is available for visitors who require several visits to Indonesia, and valid for a maximum period of 1 year with no more than 60 days per every visit. 4. Visit Visa: Index 213 - Visa on Arrival (VOA)
This visa is available for visitors of certain countries upon arrival in the designated Indonesian seaports or airports. This Visa is valid for a maximum period of 60 days. USD 25 per passport except for Asean group countries - Brunei Darussalam, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand, Vietnam. Please see Note No. 1.

5. Temporary Stay Visa: Index 311 – 319
This visa is available for working and other non-working purposes.
