BIMCO will open its fourth local office, this time in London, at the beginning of 2021. The new office will support the organisation’s regulatory affairs activities with Dr Bev Mackenzie taking up the role of BIMCO’s permanent representative at the International Maritime Organization (IMO) from 1 February, reporting to Deputy Secretary General Lars Robert Pedersen at the head office in Copenhagen.
Currently, four sulphur emission control areas (ECAs) are designated under MARPOL Annex VI. In addition, national sulphur emission control areas s have been designated in some countries.
In an effort to understand the situation that members are facing, BIMCO is launching a survey regarding the European Union’s Ship Recycling Regulations’ (EUSRR) requirement of Inventory of Hazardous Materials (IHM) that most cargo ships must comply with from 31 December 2020.
From 31 December 2020, all ships of 500 GT and above – regardless of the flag they are flying – will be required to carry an inventory of hazardous materials (IHM) when calling a port or anchorage of a country that is a member of the European Union (EU) or European Economic Area (EEA). Failure to do so may result in penalisation.
Only nine shipyards, out of 26, on the EU list of approved recycling facilities are realistically open for ship recycling, and only three of the 26 could recycle a large ship (Panamax size or larger), a study commissioned by BIMCO shows.
