Manoeuvring regulation
Effective 1 November 2003, the Spanish Maritime Authorities are entitled to impose sanctions on or detain any ship over 500 gross tonnage within Spanish port areas if manoeuvring, mooring or unmooring operations are carried out by the ship’s Master without the assistance of an officer or qualified crew members.

This rule applies regardless of whether pilots are on board the ship and to all flags. Sanctions ranging from “severe” to “top severe” (sic) will result in fines in the amount of max Euros 180,304 and Euros 901,518 respectively.

Stevedore Regulations - Hold Ladder Regulation
The Work General Safety Reaulations mention on page 46, Article 18 - paragraph 3:

''In case of fixed ladders which exceed a height of nine metres rest platforms every nine metres or fraction have to be installed''

Reportedly this rule is not always strictly implemented depending on the actual vessel, agreement etc.
