Documents In February, 1994 the Libyan Marine Department, Tripoli has reconfirmed to BIMCO that the use of Arabic Language in documents is compulsory under law 12/82. However, the following clarification was received: ''..The Agencies usually translate the B/L and the manifests. In the same time some lines translate the above documents by themselves. Upon some interpretation of 12/84 law the navigational certificates (ship's document) are accepted in origin.'' 1 SHIPS DOCUMENTS - Registry Certificate - Deratting Certificate - Loadline Certificate - Minimum Safe Manning Certificate - Safety Construction Certificate - Safety Equipment Certificate - Safety Radio - Telegraphy Certificate 2 - All Cargo Manifests 3 - All other lists and declarations such as crew list, officers list, stores etc. Port authorities will require 10 copies of cargo manifests and 2 copies of B/L stating the following: IN CASE OF BULK AND BAGGED CARGO - Weight - Measurement in cbm (very important) - Freight - Any other remarks IN CASE OF GENERAL CARGO - Same as above plus - Chasie Nos. for cars. - Serial Nos. for containers. - Specified class for dangerous cargoes. - Any other remarks. If the port authorities have not received the above at least 48 hours before arrival the vessel may be fined with USD 15,000.-. (Report dd 07/1990) Clearance from last port. Certificates of vaccinations and fumigation. Health certificate of any animal or bird on board. Int. Maritime Health Declaration. Standard regulations for trading to Libyan ports and passing Libyan waters: On 10 October, 1990 the Libyan Marine Inspectorate issued the following regulations which all vessels must follow when within Libyan territorial waters i.e. 12 n.m. from the Coastline and in Gulf of Sirte by parralel 32 deg. 30'N. 1. Ships bound for a libyan port must: A. Inform her agent in Libya, from her sailing port, with the following: Name, call sign, nationality, name and adress of owner, name and nationality of master, no of crew and passenger, if any, G.T., type of cargo destination port, date and E.T.S. or (dep), date (E.T.A.) of arrival. B. 24 hours before arrival the selected approach point, must contact contact the nearest coastal station to confirm above informations including the following: Position, speed, course at the moment, approach point to use, state of sea ships condition - trim - list - draft (f,a) C. At arriving at the approcah point contact must be made to the port of destination to confirm E.T.A., course and speed. 2. Ships leaving any Libyan port in international voyage must: A. Advise her agent at least 4 hours before departure with the following: Name, call sign, no of crew and passenger (in any), next port, cargo on board, course and speed till the outer limit of the port to the end of Libyan territorial waters. B. insure regular communication with the port radio and coastal station on ch. 16. 3. Ships in voyage between Libyan ports must: A.
