Asian Gypsy moth season 2018 - new regulatons entering into force and overview of all regulations for season

Overview

The new Asian Gypsy moth (AGM) season for 2018 has started. Members are advised to note the advice issued by the following authorities in relation to regulating and inspecting vessels for AGM in the new season:

Australia: new Industry Advice Notice No: 06-2018 dated 19 January 2018 advising on their commencement of managing AGM risk on vessels arrving in Australia. See overview of the Australia AGM regulations

New Zealand: note that from 1 February 2018, new AGM requirements through the Craft Risk Management Standard (CRMS) for vessels will enter into force. Note also that for the new 2018 AGM flight season, the pre-departure certificate must be obtained from an inspection body recognised by the Ministry of Primary Industries (MPI). However, pre-departure certificates provided by one of the inspection bodies listed in the New Zealand's notice for AGM measures for the 2017 fligh season are acceptable for vessels that had visited the AGM regulated areas during the 2017 flight season.

Canada: no new requirements apart from the normal Canadian AGM regulations

USA: no new requirements apart from the normal USA AGM regulations

Chile: no new requirements apart from the normal Chilean AGM regulations. Take note however that Chile’s definition of regulated areas includes ports located between 20°and 60° N latitude; this would imply that southern ports in the Asia Pacific that are not regulated by some of the other countries may be included.

VPS Bunker Alerts

Veritas Petroleum Services (VPS) publish regular Bunker Alerts based entirely on fuel samples and have kindly permitted BIMCO’s Members to access this information.

The Bunker Alerts are not intended to be an evaluation of overall bunker quality in the port or area concerned, but usually highlight a specific parameter within the fuel which has raised a quality issue.
