Latest information about the implementation of individual ship monitoring plans

Overview

Many shipowners are presently struggling with the implementation of individual ship’s monitoring plans (MP) so here is the latest information as guidance.

The EU Monitoring Reporting and Verification regime (EU MRV) plan is in its final development phase and many shipowners are presently struggling with the implementation of individual ship’s monitoring plans (MP). In accordance with the EU MRV, a company, having assumed the MRV responsibility for its ships visiting European Economic Area (EEA) ports will have to:

  • by 30 August 2017, submit to an MP to accredited MRV shipping verifier, consisting of complete and transparent documentation of the monitoring method and procedures to be applied to each of the ships under its responsibility
  • from 1 January 2018, monitor and report to an accredited MRV shipping verifier, data on each ship’s CO2 emissions, fuel consumption and other parameters, such as distance, time at sea and cargo carried, so as to determine each ship’s average energy efficiency
  • from 2019, by 30 April of each year, submit electronically to the Commission a satisfactory verified emissions report (ER) for each of the ships concerned
  • from 2019, by 30 June of each year, ensure that all ships having performed activities in the preceding reporting period and visiting EU ports, carry on board a Document of Compliance (DoC) issued by an accredited MRV shipping verifier. This might be subject to inspections by Member States' authorities.

The development of the EU guidelines on MRV takes place in the European Sustainable Shipping Forum (ESSF). The progress has been slow and the timeline for completion in June this year is under pressure. ESSF’s work this spring will focus on the most urgent areas such as monitoring of fuel and preparation of the MP, including best practices and lists of FAQ’s. The rest of the guidelines will follow later. It is, however, the EU’s position that the lack of official guidelines should not prevent shipowners from preparing their MP.

The first deliverable from the EU in this matter is a list of 23 FAQ’s that has been collected during the process and initial implementation on different MP and reflect the concerns from mainly shipowners and verifiers. These FAQ’s aim to assist MRV companies, verifiers and other stakeholders to implement the European Union MRV shipping legislation as smoothly as possible and are available to download from the link below.
