California's Ballast Water Management Program

On 1 January 2000 California's Ballast Water Management Program became effective. All vessels calling California from outside the western United States must submit prior to their departure from the first California port the required Water Ballast Reporting Form. Note: This is the same form as currently required by the USCG.  

In connection with the program  each owner/operator is levied a mandatory fee submission to California's Board of Equalization set at a fixed rate per vessel that enters a California port as follows: 

  • Effective 1 August 2008: USD 625 per qualifying voyage

  • Effective 1 September 2005: USD 400 per qualifying voyage

  • 1 February 2004 through 31 August 2005: USD 500 per qualifying voyage

  • 1 July 2002 through 31 January 2004: USD 200 per qualifying voyage

  • 30 April 2000 through 30 June 2002: USD 400 per qualifying voyage

  • 1 January 2000 through 29 April 2000: USD 600 per qualifying voyage
