C.) 1.)  The shipping agent takes care of all local requirements and distribution of documents. However, at least 72 office working hours before vessels's arrival the Ship Owners/Operators and/or Master must supply by fax or e-mail at any Honduran port (in case of arrivals over the weekend latest by Tuesday) the following documents:


- 72 hrs pre-arrival format (to be supplied by agents and filled out by master).

- Import Cargo Manifest (if not in ballast, Ballast Manifest issued by agents).

C.) 2.)  72 office working hours before vessel's arrival at any Honduran port (in case of arrivals over the weekend latest by Tuesday) the shipping agent delivers the following documents to the respective offices:

- Import Dangerous Cargo Manifest (if any dangerous cargo on board).

 

Merchant Marine Office:

C.) 6.)  All documents provided by the Ship Owners/Operators, Master and Ships' Agents to any government entity are required to be exact, correct, legible and in Spanish language. Any description of any dangerous cargo has to be given with the correct technical name/information of the substance, U.N. Number and IMO Classification and detailed physical and chemical information/characteristics.

 

Any information regarding export cargoes will naturally be given by cargo shippers and charterers. The Outbound Clearance Last Port before arrival at any Honduran port has to state the Honduran Port of Call; in case there are any changes in vessel's schedule and the name of the port is not correct, the respective communication by Ship Owners/Operators to the Master has to be shown to officials of the Merchant Marine Office upon embarking the vessel.

 

D.)  As per Customs Regulations, 1/3 of original Bill of Lading is required in order for Customs to clear the cargo, hence it is of utmost importance cargo receivers hold 2/3 of original Bill of Lading in order to be able to arrange for customs clearance  and to deliver 1/3 original Bill of Lading to Master respectively ship's agent to discharge, release and deliver the cargo. In case cargo receivers are not holding any original Bill of Lading, customs clearance theoretically can be arranged for by placing copies of all respective documents and a bank guarantee covering 100 % of cargoes CIF value. It is strongly recommended to insist on the delivery of 1/3 of original Bill of Lading, respectively a proper signed/stamped letter of indemnity issued by cargo receivers or better charterers, well prior to vessel's arrival and in any case before berthing and discharging. Once the cargo is discharged, the ship's agents do not have any possibility to hold the cargo.
