China kicks off SEEMP verification

On 24 November 2022, the China Maritime Safety Administration (MSA) of the Ministry of Transportation issued a new regulation on Energy Consumption Data and Carbon Intensity of Ships (MHF [2022] No. 164), which applies to both Chinese flagged ships and foreign ships of 400 gross tonnage and above for inbound/outbound Chinese ports,

This regulation will come into force as of 22nd December 2022 which will be valid for 5 years. Shanghai MSA is responsible for Ship Energy Efficiency Management Plan (SEEMP) statistics, analysis and verification via its website 中国籍国际航行船舶能耗数据和碳强度管理系统 (msa.gov.cn).

 

As per this regulation, foreign flagged ships entering or leaving ports in China, must be recorded on the logbook or other relevant supporting documents in accordance with the Ship Energy Efficiency Management Plan (SEEMP). In addition, foreign ships must report energy consumption data of their last voyage to MSA before leaving a port in China. BIMCO recommends that members who have ships calling Chinese ports familiarise themselves with the system by registering their ships’ information for compliance purposes.
