Agency fees recommended by the Mormugao Ships' Agents Association for rendering services to vessels calling at Mormugao port
  Effective as from 1 October 1998.
  All fees are expressed in US Dollars.
1. Vessels calling at Mormugao, but not discharging or loading cargo, i.e. for bunkers/water/provisions/landing sick seamen, etc.
A) Fees payable to owner's agent for attending to any or all of the following functions 850.00
i) Attending to customs formalities
ii) Supplying bunkers, water, provisions, etc.
iii) Attending to crew other than signing off / on which is governed by item No. 7
iv) Paying owner's disbursement
v) Attending to minor repairs
vi) Delivery or redelivery of vessel on time charter
vii) Any other function not covered by i) to vi) above
B) Additional fees for stay beyond 14 days, per week, or part thereof 100.00
C) Passenger/cruise/naval vessels/pleasure yachts 1,500.00
D) Crew sign on/off, transportation, miscellaneous and funding as per items 7, 8, 9 and 10.
2. Vessels calling at port for dry docking, scrapping, major repairs or services of exceptional nature.
A) Fees payable 1,000.00
B) Additional fee for stay beyond 14 days, per week, or part thereof 100.00
C) Crew sign on/off, transportation, miscellaneous and funding as per items 7, 8, 9 and 10.
3. Vessels discharging or loading liquid cargoes in bulk
A) (i) Vessels berthing and/or in stream for discharging or loading full or part cargo pumped through pipeline or by means of tank lorries or barges where only one consignee or shipper is involved 1,000.00
(ii) If more than one consignee or shipper is involved: USD 40.00 per additional consignee or shipper, subject to maximum additional fee of USD 200.
(iii) Additional fee for stay beyond 7 days, per week or part thereof 100.00
(iv) Crew sign on/off, transportation, miscellaneous and funding as per items 7, 8, 9 and 10.
4. Tramp vessels discharging or loading bulk/break bulk / dry cargoes on liner terms
i) For discharging cargo: 1.5% of gross inward freight
ii) For loading cargo: 3% of gross outward freight
iii) Crew sign on/off, transportation, miscellaneous and funding as per items 7, 8, 9 and 10.
5. Vessels discharging or loading bulk/break bulk / dry cargo on FIO / FIOS / FIOT terms under a charter party / fixture note / booking note (except bulk ore)
A) (i) Fees payable to owner's agent where vessel is also consigned to such agent for entry with port and customs where:
  Total cargo for loading/discharging is:
  Up to 20,000 tons 1,550.00
  Between 20,001 and 35,000 tons 1,750.00
  Between 35,001 and 60,000 tons 1,950.00
  Over 60,000 tons 2,150.00
(ii) Additional fee for stay beyond 14 days, per week or part thereof 100.00
(iii) Crew sign on/off, transportation, miscellaneous and funding as per items 7, 8, 9 and 10.
B) (i) Fees payable to owners' agents where vessel is not consigned to such agents for entry with port and customs 1,000.00
(ii) Additional fee for stay beyond 14 days, per week or part thereof 100.00
(iii) Crew sign on/off, transportation, miscellaneous and funding as per items 7, 8, 9 and 10.
C) (i) Fees payable to charterers' agents, where vessel consigned to such agent for entry with port and customs, but where separate agent appointed by owners for attending to their requirements where:
  Total cargo for loading/discharging is:
  Up to 20,000 tons 1,200.00
  Between 20,001 and 35,000 tons 1,400.00
  Between 35,001 and 60,000 tons 1,600.00
  Over 60,000 tons 1,800.00
  This includes transportation and any other charges except launch hire charges.
D) All inclusive fees payable to protecting agent appointed by charterers / receivers 750.00
E) Bulk ores (see note)
Where total cargo for loading / discharging is: Owners' Protecting Agents Charterers' Agents In cases of Dual Agency
Up to 30,000 tons   800.00  750.00 1,550.00
Between 30,001 and 60,000 tons    950.00 800.00 1,750.00

6. Recoveries
  If any recoveries, such as demurrage balance freight, charter hire, etc. are to be made, agents are to be suitably reimbursed for service fee as mutually agreed, and travel and other incidental expenses are to be paid on actuals
7. Fees for attending to crew members
(i) Agency fee for attending to foreign or local crew members joining or leaving vessel, per crew member 35.00
(ii) For arranging selection of crew, per crew member 60.00
(iii) Expenses incurred on airport tax, consular fees, transportation, launch hire, etc. on actuals
8. Miscellaneous
  Consular fees, launch hire, cables, telex, phone, fax, postage, petty expenses, etc. on actuals
9. Transport
  For vessel at berth/working in stream, per day plus 4 days payable to owners' agents only or to agents acting in dual capacity of owners' and charterers' agents 40.00
10. Funds
  As required by the Reserve Bank of India rules, agents must be placed in funds against proforma disbursements prior to the arrival of the vessel. The rate of exchange applicable will be the TT buying rate as on the date of arrival of the vessel.
  Notes
1) As in the past, the proviso that the amendment to charterers' agency fee under item No. 5 E remains unchanged - i.e. to be made effective from the date it is approved by charterers / charterers' agents and incorporated in the relevant contracts. It was also agreed that if the Charter Party states "Agency Fee to be paid as customary" then the schedule of agency fees adopted by the association shall be applied and paid for unless the relevant Charter Party specifies the amount in this context.
2) Service Tax on agency fee as may be levied by the government from time to time is payable by owners in addition.
3) With respect to coastal trade vessels, agency fees and other terms are to be mutually agreed between the owners/charterers and the agents.
