BIMCO has issued an updated list of local restrictions on the discharge of the wash water from Exhaust Gas Cleaning Systems (EGCS), also known as scrubbers.
Shipowners are faced with a number of important decisions in terms of investment and trading if they want to do business within the future sulphur limits of Emission Control Areas (ECAs). The deciding factors influencing the investment decision for installation of a scrubber are the fuel cost spread and the time spent in an ECA. In this article, BIMCO has tried to abridge the issue to facilitate decision making.
BIMCO has submitted a proposal to the 11th session of the IMO Sub-Committee on Pollution Prevention & Response (PPR 11), proposing the establishment of a database of local restrictions on the discharge of scrubber washwater thus enabling greater transparency for the industry.
Containerships with a collective cargo carrying capacity of 5.3m TEU are now fitted with an exhaust gas cleaning system (scrubber) to remove sulphur oxides (SOx) from the exhaust gasses generated by the combustion processes in marine engines and thereby comply with the IMO 2020 global sulphur regulation which came into force on 1 January 2020.
Chinese regulators have updated part of its domestic emission control area (DECA) regulations with effect from 1 January 2019 but has not yet placed a full ban on open-loop scrubbers as reported widely.
Our BIMCO database on local scrubber washwater regulations has been incorporated into the International Maritime Organization (IMO)'s “Future Fuels and Technology for Low - and Zero - Carbon Shipping Project (FFT Project)” website, underlining the industry's high regard for BIMCO's contributions.
BIMCO and INTERTANKO have jointly published Q&As addressing the contractual implications owners and charterers should keep in mind when chartering ships fitted with scrubbers. The Q&As highlight the key charter party clauses and concepts which should be reviewed for both time and voyage charter parties.
