Paul Dean

Paul is Global Head of Shipping at HFW managing 200 specialist shipping lawyers across a worldwide network of 20 offices. Paul specialises in offshore and marine, focusing mainly on charter parties, bills of lading, shipbuilding, rig disputes, collisions, fire and explosion, salvage, general average, groundings, total loss, towage, seismic and limitation. He regularly speaks at and chairs offshore vessel conferences and has been on the BIMCO panel for their “Using SUPPLYTIME” course for over 10 years, the review committee for the SUPPLYTIME 2005 revision and on the drafting committee for BIMCO’s new standard form Offshore Dismantling Services Agreement DISMANTLECON. Experience gained working for an International Group P&I club specialising in offshore vessels, enables Paul to combine practical understanding with the legal role. Paul is identified in the Legal Directories as one of the leading individuals in his fields and in 2019 was elected by Lloyd's List as one of the top 10 maritime lawyers and one of the 100 most influential people in the maritime industry. Paul has also contributed to the two most recent editions of “The Law Of Tug and Tow and Offshore Contracts” by Simon Rainey Q.C. – “... Tom is a partner at Stephenson Harwood LLP, London. He is a shipping and energy specialist with expertise in dispute resolution and negotiating contracts relating to offshore construction, shipbuilding, and floating production. He advises offshore contractors, owners and charterers under their charters and services contracts for offshore oil & gas and wind projects. Tom has presented for IBC in relation to FPSO contracts covering design risk, variations, topside integration, and commissioning issues, and edited the leading textbook Offshore Construction: Law & Practice (Published by Informa law for Routledge). He has presented for BIMCO and Lloyds Maritime Academy on the SUPPLYTIME forms since 2012.

BIMCO starts work on contract for growing wind turbine market

BIMCO has established a subcommittee to work on a global standard contract for the transport and installation of offshore wind turbines. The project has been launched to support the offshore wind industry as the global demand for more renewable sources of energy increases.

ASVTIME

ASVTIME is a time charter party for accommodation support vessels (ASVs) engaged in the offshore oil and gas and renewables sectors. The charter party is based on SUPPLYTIME 2017 and operates on a knock for knock liability regime, which means that each party agrees to bear responsibility for and indemnify the other in respect of loss of or damage to their own property, and injury to or death of their own personnel, regardless of fault. ASVTIME incorporates several features from WINDTIME, including a contractual limitation of liability. Tailormade provisions have been introduced catering for the specificities of the ASV sector, such as provisions dealing with optional equipment, parallel operations and offshore bunkering of crew transfer vessels. The latest edition of this contract is ASVTIME, issued in 2021. Copyright in ASVTIME is held by BIMCO.

Cyrille De Salins has extensive experience in the shipping and offshore industries. Cyrille was an associate with Ince & Co France for more than 8 years, where he focused on disputes arising from carriage of goods, charterparties, bills of lading, shipbuilding, total loss, collisions, salvage, general average, groundings and limitation of claims. He has particular experience of drafting and negotiating a wide range of contracts in the offshore energy and marine sectors, including BIMCO SUPPLYTIME, WINDTIME, HEAVYLIFTVOY and other standard contracts, as well as bespoke contracts. Cyrille now works as a senior legal counsel at Siemens Gamesa Renewable Energy A/S, where he supports the preparation, drafting, negotiations and handling of complex agreements and charterparties to carry, install and service wind turbine components across the globe. He is qualified in France and in England and Wales.
