BARECON is a bareboat charter party. It is a lease agreement whereby the charterer obtains possession and full control of the ship along with the legal and financial responsibility for it. The charterer generally pays for all operating expenses, including fuel, crew, maintenance, repairs, and P&I and hull insurance.

A new Concentrated Inspection Campaign (CIC) to check on safety of navigation, including Electronic Chart Display Information Systems (ECDIS) will be conducted jointly by Paris and Tokyo MoUs. Paris MoU issues new White, Grey and Black lists issued effective from 1 July 2017.

The California State Lands Commission (CSLC) approved regulations that increased the fee paid by vessels with a qualifying voyage arrival at a California port. The fee was increased from $850 to $1,000. The Board of Equalization will begin collecting the increased fee on or after 1st April 2017. The Marine Invasive Species Act requires ships over 300 GRT and carrying or capable of carrying ballast water that arrive at a California port to submit a US Coast Guard Ballast Water Management Report to the CSLC.
