Representatives from BIMCO are attending meetings at the IMO in London to discuss the Implementation of Ballast Water Management Convention and a proposal submitted by China (III 5/14/2) concerning the use of port reception facilities for discharging ballast water as a means of implementing the BWM Convention.
While the China proposal is a welcoming solution for those ships, on which no Ballast Water Management System (BWMS) has been installed, it may be a cause for concern to those ship owners who have already incurred significant costs by installing a BWMS.
In general, BIMCO welcomes any guidelines for port reception facilities, but only as a contingency measure or for ships engaged in a specific trading route, for example passenger ferries calling at the same ports.
The meetings (on Implementation of IMO Instruments (III) 5th session) will be held in London from 24 to 28 September 2018.
