MPA Singapore jumpstarts IMO data collection system

Overview

A year before IMO launches it's data collection system (DCS) in 2019, the Maritime and Port Authorities of Singapore (MPA Singapore) has started a voluntary data collection of fuel oil consumption.

In a circular on 1 December 2017, MPA Singapore invited the shipping community to participate in a one-year voluntary experience building phase of IMO DCS for fuel oil, ahead of the actual start of the official and global reporting system on 1 January 2019. The MPA Singapore initiative will help the shipping community and ports to ensure a smooth implementation of the DCS and identify any implementation issues relating to it.

For the whole of 2018, every Singapore registered ship should collect data as specified in Appendix IX of MARPOL Annex VI. The data is collected on a monthly basis for daily "noon-to-noon" values and reported to any of the classification societies authorised by MPA Singapore. Subsequently, MPA Singapore will collect the data for processing but no further validation of the data will be made.

BIMCO welcomes this MPA Singapore initiative and sees it as an important measure that will pave the way for a smooth implementation of the IMO DCS in 2019, and encourages members to participate in the trial whenever possible.
